Description of the projectThe project is located at the Muribeca Landfill in the city of Jabaotão, the State of Pernambuco, Brazil. This project is to reduce greenhouse gas emissions by collecting and combusting landfill gas, which includes methane. This project also generates electricity by combusting most of the landfill gas, flares the remaining landfill gas, and supplies renewable electricity to a local grid. The current landfill will reach to its maximum in 2009 and will close. A new landfill located right next to the south of the existing landfill will open afterward. Since there is no regulation requiring a collection of greenhouse gas from landfill in Brazil, generally all greenhouse gas from the landfill has been emitted into the air. This project includes the construction of landfill collecting system, flare system, and power generation system. This project plans to start its construction in 2006 and operation in 2007. The total crediting period is 21 years, renewing a 7 year credit period twice. The estimated total greenhouse gas emission reduction to be achieved by the project is 6.12 million tCO2e (approximately 290,000 tCO2e per year).

Baseline methodology/additionalityACM0001: Consolidated baseline methodology for LFG project activities will be used to calculate the project total ERs. ACM0001 is applicable to the project, in which the baseline is the partial or total atmospheric release of the gas, and the captured gas is used to produce energy, but no emission reductions are claimed for displacing or avoiding energy from other sources. The additionality tool will be used. In Brazil there is no regulation that requires a collection of part or all of the LFG which occurs from landfill. Besides the wholesale price of electricity is very low and the project without CERs would not be profitable. Therefore the project is additional and the project baseline is to continue the current practice, which is to release LFG into atmosphere.

Monitoring methodologyACM0001: Consolidated monitoring methodology for LFG project activities will be used. The following figure shows the direct monitoring plan. In addition regulatory requirements relating to LFG projects will be monitored annually.

Environmental impactThe principal environmental impacts of the project which SCS Engineers recognized are; 1) climate change, 2) ambient air quality, 3) surface and groundwater, and 4) noise. Noise will be attenuated by installing the engines in individual soundproof enclosures (or in a building) and equipping the engine exhaust with silencers.
Issues and tasks for project implementationThe following are the necessary steps to implement the project.
1) Negotiate Landfill gas rights agreement, 2) Negotiate a CER sale agreement, 3) Negotiate a power sales agreement, 4) Obtain a permit from Brazilian government, 5) Obtain an approval from UNFCCC as a CDM project, 6) Design and obtain permits for the wellfield and flare station, 7) Bid wellfield and flare station construction, 8) Construction of the Wellfield and flare station
