Report
Description of Project ActivityThe Upper Baluchaung No. 2 Hydropower Project ("UB-2" or "the Project") is a proposed run-of-river hydropower facility on the Upper Baluchaung river in the Southern Shan State, Myanmar. The project developer is NEO Energy Oasis Development Co., Ltd. ("NEO"). The installed capacity of the project is 10.0MW, which is estimated to supply 43.8GWh per year to the national electricity grid. UB-2 is planned to start operating in December 2015.
Methodology to be appliedAMS-I.D. Grid connected renewable electricity generation (ver. 17.0)
Baseline ScenarioAccording to AMS-I.D. (ver. 17.0), in the baseline scenario electricity delivered to the grid by the project activity would have otherwise been generated by the operation of grid-connected power plants and by the planned new generation sources into the grid. The baseline emissions are the electrical energy baseline produced by the renewable generating unit multiplied by an emission factor. So for the project, the baseline scenario is equivalent to the annual electricity supplied by Myanmar National Power Grid (MNPG).
Monitoring PlanMonitoring Plan is prepared based on AMS-I.D. (ver. 17.0). Main items for monitoring are amount of power being supplied and imported to MNPG.
Estimation of GHG Emission ReductionsEstimation of GHG Emission Reductions is 16,275 tCO2/year.
Duration of Project Activity/ Crediting PeriodOperation of UB-2 will start in December 2015 (subject to the procurement and construction schedule)
Proposed crediting period for the project is 21 years.
Environmental Impact AnalysisNEO conducted Environmental Study in June 2010 as a part of feasibility study and basic design of the project. Results showed that for the implementation of the project, there are no particular problems.
Demonstration of AdditionalityTo demonstrate additionality, investment barriers to the project and a sensitivity analysis were carried out for the financial parameters (total investment cost, annual generation of electricity, construction cost, rehabilitation cost). The analyses show that the Project is not additional.
Project FeasibilityThe project plans to complete the construction in the end of December and starts the CDM project after its completion.
Contribution to Sustainable Development in Host CountryIn Myanmar, 2,644MW hydropower plants will be installed by 2020 to contribute to sustainable development for underdeveloped areas.
If the emission factor is registered officially, it can contribute to the spread of CDM in Myanmar.
